I know isn't it unbelievable. It's as if its as diliberate as if to say "hey, i'm in the middle of this frikkin street, notice me!" He had a little cardboard box for coins but he was also fast asleep. It's the city of Tel Aviv, which is quite weird because the Israeli system is quite efficient in tackling homelessness for it's nationals. It's possibly that he is an illegal immagrant of some type, and therefore can't claim off the state? It's an educated guess i'd say. Thanks for looking wend :)
